Stacy Williams

Chief Operating Officer

With over ten years of accounting and finance experience, Ms. Williams expertise ranges from GAAP financial statement reporting to complex financial and business analytics, forecasting and strategy. Prior to joining Vault Health Workforce Screening in 2009, she worked at Wouch Maloney & Co. LLP, a regional accounting firm that caters to closely-held businesses with a wide array of services that includes accounting and auditing, tax and business advisory services. In her current role as Chief Operating Officer of Vault Health Workforce Screening, she oversees the implementation and administration of all operating strategies impacting client satisfaction.

Ms. Williams holds a B.S. in Accounting and minor in Business Law from The Pennsylvania State University and is a Certified Public Accountant and a member of the PICPA.

Shawn P. O'Neil

Chief Compliance Officer

Shawn O’Neil joined Vault Health Workforce Screening in 2012 as one of the founders of Vault Health Workforce Screening‘s Occupational Health Division, with over twenty years of health insurance, transportation regulatory and occupational health experience. As Operational Leader of this business unit, he focused on process creation, employee development and service delivery in a heavily regulated industry.

From 1998-2012, Mr. O’Neil worked for Schneider National, one of North America’s largest providers of truckload, intermodal and logistics services. His experience includes safety, driver recruiting, training, data analysis, DOT & OSHA compliance and reporting, and process design to deliver more effective client solutions.

As Chief Compliance Officer, Mr. O’Neil oversees the implementation and administration of all regulatory compliance. Mr. O’Neil has successfully completed the courses to become a Certified Substance Abuse Program Administrator (CSAPA), Certified MRO Assistant (CMROA), Certified DER (C-DER), and a Certified Collector (CPC). Shawn also received FCRA Advanced Certification from the National Association of Professional Background Screeners (NAPBS).

Mr. O’Neil holds a B.S. in Health Care Management.

 

Michael Contorno

Executive Vice President, Innovation & Technology & Chief Information Officer

Mr. Contorno brings nearly 15 years of healthcare IT industry experience to Vault Health Workforce Screening with a focus on delivering results by aligning technology initiatives with business goals.

As Executive Vice President, Innovation & Technology & Chief Information Officer, Mr. Contorno is responsible for overseeing the technology operations at Vault Health Workforce Screening, including Application Development and Infrastructure, as well as defining and executing Vault Health Workforce Screening’s overall technology strategy.

Prior to joining Vault Health Workforce Screening, he held positions in Aetna, Inc.’s Information Services division and provided consulting services to Independence Blue Cross, the Philadelphia region’s largest health insurer.

Mr. Contorno holds a B.S. in Computer Information Systems from Fairfield University.

Shane A. Moes

Executive Vice President Product Strategy

Mr. Moes joined Vault Health Workforce Screening‘s Recovery Management Services (RMS) team with a focus on expanding effective strategies for supporting clients with substance use disorders. He has been working in Mental Health and Addictions as a clinician, supervisor and program developer for over 15 years. As a Licensed Professional Counsellor and internationally certified Advance Alcohol and Drug Counsellor, Shane has specialized in program and system innovation for drug and alcohol programs and has worked extensively in the treatment of Healthcare Professionals with Substance Use Disorders.

Mr. Moes has developed nationally recognized treatment programs and continues to collaborate on research focused on support and engagement strategies.  Shane serves on the board of the National Organization of Alternative to Discipline Programs and consults with the International Certification & Reciprocity Consortium as a subject matter expert for the Advanced Alcohol and Drug Counselor Certification.

Mr. Moes received his Undergraduate degree in Psychology from the University of Southern Queensland, in Queensland Australia and  a Masters of Arts in Counselling Psychology from the University of North Florida.

Tomer Meir

General Manager of Business Development • Product Strategy

Wharton MBA with 11+ years of proven operations, business development, and product management experience in fast-growing entrepreneurial environments. Passionate about building innovative solutions from scratch, especially in the healthcare space. Whether it’s designing and building a national distribution of COVID-19 tests for Vault Health, developing and launching an online pharmacy for Ro, or crafting the first-ever augmented reality experience for Apple, my diverse background allows me to examine different initiatives holistically and execute effectively.

Operations: As a search and rescue officer in the Israel Defense Forces, I led complex search and rescue missions and managed the training of tens of thousands of soldiers. As an operations product manager for Amazon, I operated a $100M trucking marketplace.

Business Development: Created nationwide partnerships in the healthcare space, added innovative products to our portfolio and expanded into new sales channels.

Product: Managed cross-functional teams of 10+ people, building products and features that increased revenues by millions of dollars.

My goal is to help others lead healthier lives by improving access to quality healthcare. Let’s talk about early-stage digital health investing, online pharmacies, at-home diagnostics, behavioral health, remote patient monitoring and the future of healthcare.

Marc Bourne, CCIP

Director – Background Screening Services

With over 20 years of experience in the background screening industry, Marc Bourne is considered a subject matter expert in the areas of FCRA Compliance, Background Checks and Employment Screening. He is one of the founding members of NAPBS and is currently FCRA Certified.

Marc is a board Certified Cyber Intelligence Professional and a Nationally Recognized Private Investigator licensed in the state of Pennsylvania. Mr. Bourne has been featured on a variety of national print, web and television media outlets for his expertise in background screening and investigations.

Prior to joining Vault Health Workforce Screening, Marc led a national private investigation and background screening firm based out of Bucks County, PA..

Dr. Randy Barnett

Chief Medical Review Officer

Dr. Randy Barnett, DO, is the Chief Medical Review Officer (MRO) for Vault Health Workforce Screening. Dr. Barnett is a Board-Certified MRO and has performed MRO duties for over 20 years.

As Chief Medical Review Officer (MRO), Dr. Barnett is responsible for receiving and reviewing laboratory results generated by an employer’s drug testing program and evaluating medical explanations for certain drug test results. He acts as an independent and impartial “gatekeeper” and advocate for the accuracy and integrity of the drug testing process. Dr. Barnett provides quality assurance review of the drug testing process for specimens to determine if there is a legitimate medical explanation for laboratory confirmed positive, adulterated, substituted, and invalid drug test results. Ensuring the timely flow of test results and other information to Vault Health Workforce Screening’s clients and protecting the confidentiality of the drug testing information.

Dr. Barnett is Board Certified in Family Medicine and has been practicing in the Philadelphia and Montgomery County, Pennsylvania area for over 20 years. Dr. Barnett conducted a research Assessment of Excessive Daytime Sleepiness and the Risk of Health and Sleep Apnea in Railroad Workers; his results are published in the Journal of Health and Productivity.

Dr. Barnett received his undergraduate degree in Biology & Chemistry from Arcadia University and his Doctor of Osteopathy from the Philadelphia College of Osteopathic Medicine in 1990. He took his postgraduate training in Osteopathic affiliated hospitals in Philadelphia, PA.

Dr. Philip A. Lopez

Medical Review Officer

Dr. Philip A. Lopez graduated medical school in 1992, quickly fulfilling his desire to give back to his country; he joined the United States Navy and completed his internship in Internal Medicine at Naval Hospital San Diego. He continued his naval career by completing course work and underwater diving certification to become a rare Undersea Medical Officer/ Diving Medical Officer in the US Navy. He spent three more years with an elite team of divers at the Navy Experimental Diving Unit in Panama City, Florida. There he indulged in his passion for undersea medicine, conducted many experiments and published three articles and presented one at the prestigious Undersea Hyperbaric Medical Society Convention. He earned the prestigious Navy Achievement Metal for his full participation and expertise in one of his manned full-face mask experiments.

After completing his naval career with High Honors, Dr. Lopez moved to Dallas, TX to study Emergency Medicine/Urgent Care. He quickly ascended to position of Medical Director and became a certified MRO in 1996. He moved back to Florida, began more consulting work as an MRO, and transitioned from the urgent care medical director arena to full time MRO in 2008. Dr. Lopez quickly advanced in the MRO arena due to his dedication in the war against drugs and the rehabilitation of those addicted to opiates. His concern for both the mental health and physiological health of others made his choice to become a full time MRO an easy decision. His dedication and knowledge in the field quickly made him an asset to corporations that seek a higher level in drug testing expertise. The combination of compassion, knowledge, and dedication has resulted in the ability to maintain a successful career in the field for over 20 years.

Dr. Lopez is certified in both AAMRO and MROCC and pursued his passion for MRO work as a full time MRO for Vault Health Workforce Screening. He provides expert testimony for employers regarding MRO issues in arbitrations and depositions, and is regarded as one of the top MRO’s in the country.

Dr. James Ferguson

Medical Director and Addiction Specialist

Dr. Ferguson is the Medical Director for Vault Health’s Recovery Management Services (RMS) Division. He provides advice and counsel on all aspects of professional health drug and alcohol testing programs and coordinates Vault Health’s RMS information and education initiatives. His 40-year medical career has been dedicated to drug and alcohol abuse, drug testing, and addiction medicine in positions ranging from emergency room physician to private practice to Chief Medical Review Officer (MRO). He is a certified MRO, an American Society of Addiction Medicine (ASAM) Diplomate and Distinguished Fellow, and a National Board of Osteopathic Examiners Diplomate.

Dr. Ferguson currently chairs the MRO Certification Council (MROCC) Board of Directors and serves as a consultant to the National Laboratory Certification Program. He is a member of the Oral Fluid Advisory Board, a past member of the Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) Drug Testing Advisory Board, and past chair of the American Society of Addiction Medicine’s (ASAM’s) MRO Committee. 

Dr. Ferguson is the editor of ASAM’s The Medical Review Officer and author of The Medical Review Officer Team Manual, MROCC’s Guide for MROs and MRO Assistants. He co-authored The Handbook of Workplace Drug Testing, Principles of Addiction Medicine and Drug Testing: A White Paper of the American Society of Addiction Medicine. He lectures and frequently presents on topics including Monitoring Program Procedures, Specimen Selection, and Issues; Ethanol Biomarkers; Forensic Drug Testing: How It Benefits Monitoring Programs;  Drug Testing Issues in Monitoring Programs; Prescription Monitoring in Recovery Programs; Office Based Drug Testing for Addiction Clinicians; Urine Dilution in Monitoring Programs; The Basics of Being an MRO; Validity Testing Issues in Workplace Drug Testing; and Alternative Matrices in Workplace Drug Testing.

Dr. Ferguson received his undergraduate degree from the University of Washington and his Doctor of Osteopathy from the Philadelphia College of Osteopathic Medicine. He completed postgraduate training in Osteopathic affiliated hospitals in Washington State.
